If you really don’t want to deal with a locking clip, the Britax Allegiance is the lightest car seat with a built-in lock off. Again, I don't have any personal experience with this seat, but the chest clip is in a fixed position, and the buckle is both hard to access (due to an attached belly pad), and also gives a warning beep when unbuckled (so at least you'd know if your DS managed to get it open!

Their chest clip guard and buckle guard make it virtually impossible for a child to escape from a 5 point harness.What should we be looking into as an alternative that we can use State-side *and* in Europe without a locking clip that is easy enough to install and uninstall on the go?

They can be used for occupants up to 168lbs and various accessories are available (although we have no experience of using any of the accessories).

That means it can be unlocked most of the time and locked in an emergency or you can switch it to locked mode to install a car seat using the instructions below. On a bigger car seat, the lap seatbelt goes under the cover (below the legs for rear-facing, behind the back for forward-facing).
